Hobby park tree down at teeter totter

Hey all, there's a tree down at Hobby that's covering but hasn't, as far as I can tell, destroyed the teeter totter. I think there's a good opportunity there to make a challenging, but not dangerous skinny feature that could help grow that skills area. How would one get permission to make that happen? I ask because I think it may require some amount of wood working to make it enjoyable. I'm willing to do the work.

On another note, that teeter totter is not right. It's too short and the balance point is way off so it's no good for smaller riders. I'm all for having one, but I do think it needs to have another 2' added to the end of it to be a reasonable ride. As it is right now you can practically just use it as a jump (when there isn't a tree on top of it).
